Subject: Honda small engine help

I got an old gx140 honda on a generator, and the governer wasnt on it when I got it. So I had the governer rod, and both springs from a 160 which should be the same. It has a stationary adjustable throttle spring holder. When I put the "throttle" spring on, it was probably running around 2k, but the governor seems really lazy. The spring also was quite loose. If you push the governer past running rpm it doesnt seem to pull back very fast even though the throttle spring isnt holding towards wide open. It has a new carb on it, the springs all appear to be in good condition, something just seems wrong with the governer. Any ideas, knowledge, or pictures of the correct spring setup for a generator would be great.
TIA
