Subject: soybean pre's that don't hold back beans??

have been using zidua pro the last couple years with our no till beans. With the cool wet conditions this year the beans were really held back in areas. Seems like the heavier clay ground was the worst, probably was a little cooler also, along with small fields where overlap is a problem. The couple fields that had significant rain on the herbicide prior to planting where it wasn't really noticeable. I'm sure spraying then waiting for a significant rain on the herbicide prior to planting would be best but it's just not feasible all the time for that. I'm debating skipping the pre and go with two post passes. Is there a pre that would be better option? Typically, no till all the beans 15" rows, have been spraying liberty post with another shot of residual. TIA
