We bought a bag of oranges in northern Florida one time out of a store. They looked great and the whole bag was cheap. As we drove off and peeled one and tried to eat it it was just as you describe. Tough, without much flavor or juice. This has been years ago. I always assumed they had been frozen or something, but I do not know that. We ended up throwing the bag of a dozen or so oranges away. They were that bad.
