You can buy a hammer drill at China Harbor that will bore anchor holes with ease for 100$.I have had excellent results with the type of anchor bolt that has a strike pin in the center that you hit to expand the base flair.I have put in many dozens of these in old concrete walls and floors and never had a problem with concrete split.The old style wedges suck as you know.These are called Wej-it anchors with strike pins.They are hardened bolts.You will not have any break or easily shear off.
