I pulled the boom harness and played with the connector, all three pins for the flow meter have continuity with the 16 pin connector through boom harness. After hooking it up to the console harness I now have 5 volts on two of the pins for the flow meter. Must have been a dirty or loose connection. re-installing now and going to try test spray again.
