Just received this from local livestock auction:

Attention Dairymen,
Effective April 29, 2024
There is a FEDERAL Mandate implemented all lactating dairy cows will need a Negative Avian Influenza test and CVI for most of the packers that purchase dairy cull cows at our facility. This should be done by your Veterinary we must have paperwork in hand at time of sale to get the most value for your cattle. We will have buyers for ALL cattle but at this time is very difficult to gauge the effect on market. With most states having different regulations for movement of lactating dairy cattle a large percentage of cull cows go to out of state packers.
Beef type cattle, calves, feeder cattle, fat cattle & bulls are exempt from testing at this time.
