I think the problem is following one of the STTM to planter harness adapter cables. which is getting moved with the STTM module. So the assumption is that the STTM itself is the problem. Maybe, maybe not.
I don't think the problem is with that module but the wiring adapter attached to it. I believe it is simply not providing power and ground to both "halves" of the planter due to the difference in wiring. Unless a sensor is getting power and ground, there will be no action from it.
I agree with your troubleshooting approach. Go from a known good working situation and change one thing at a time to see what causes it to fail. I would start with the working situation but change the STTM to planter wiring harness first. This is the cable with the goofy connector to the module and the 37 pin connector(s). Be careful removing the connector from the STTM module as it is easy to break the plastic latch. Often times the case on the STTM isn't cut far enough away from the plug which makes it difficult to push the connector in to release the latch. I broke the latch on my own and have it tie banded in place inside a plastic tool box which fortunately continues to work.
My prediction is that failure will occur at that step. If the working planter combination then suddenly drops back to 12 rows instead of 24 then the adapter cable is the culprit.
