I went through this last year. I would make the dealership give that activation to you. They should have been the ones to catch that when they sold you the RTK hardware and unlocks. The worst they can do is say no, but I would try. Ended up working out for us but when you spend $15k+ to get everything needed, they should upgrade that for free.
