Unlikely to be rabies but not impossible. Most frequent signs of rabies are related to the throat and swallowing, bellowing strangely etc.

Inner ear infections with mycoplasma can cause circling but normally see a head tilt instead.

Treat today with your LA300 IV and also procaine Penicillin at 3ml/100 pounds IM. Split up dose into 20 ml injection sites. Repeat penicillin every 12 hours.
