Subject: Insulated or bare wire going underground to ground rods for fencer?

Ontario
I am moving my ground rods from beside the barn where it is dry 200' away to the bottom of a ditch where it is always wet.

Should I use insulated wire to bury underground? Or would 12.5 gauge aluminum or steel wire be fine or better? In theory it would also ground? Or no?
