In the long history of trade disputes between the US and Canada, they mostly try to harmonize the two sides, but invariably one side accuses the other of having an unfair advantage. That's where they can tweak the standards to create a defacto trade barrier, counter to the spirit of free trade. Plenty of work for the lawyers for centuries to come.
