Ok, but since most people take the HPO option anyway it really would not add to the cost paid by the taxpayers. I doubt more growers who do not take HPO, would take the HPO option just because it would also apply in PP situations. BTW if I remember correctly at one time PP payments were tied to the fall price. I could be mistaken.
