Do you think the growth of ethanol has had absolutely nothing to do with checkoff? You do know many environmental groups want to ban atrazine and roundup?
You do know that farmers sitting on the board have the power to decide where to spend the money?
Do you actually think the new is "news"? The entire contents of the "news" is influenced by advertisers. Why do you think pharma companies have every ad on the national news?
The check off has very little to do with the things you mentioned. The real power is Bayer, Corteva, Syngenta, etc. The check offs are some of the least effective lobbyists out there.
