S Illinois | Strong economic growth in the late 90’s was the biggest factor. Also the tax reset after the 80’s by Bush Sr and the omnibus bill that included tax increase legislation/spending cuts in 93(which lead to some of that Republicans big win in 1994. A true all of the above approach with timing luck. Would have been tough to keep a surplus even with out the tax cuts early in the 2000’s as the economy cooled.
