When Clinton left office the country was debt free in 1999. It didn’t take GW long to change that. Bush inherited the best economy in US history and managed to leave us nearly bankrupt
The country was not debt free in 1999. Far from it. At best, 1999 was the only year that the debt didn't increase.
Here is a chart showing the growing national debt. Note that it hasn't gone down in my lifetime, just 'paused' for one year (and by some accountings even that year added a little to the national debt).
