Who's doing the daily feeding of the heifers? You or her?

One option, is to go ahead and feed the sheep a minimal amount each time you need to feed the heifers. Feed some grain inside a couple hog-panels, with a low creep bar that excludes the heifers but allows the sheep to enter. After they've been locked in, then feed the heifers.

Over the course of a week, back off the sheeps' feed to a mere handful of salt, splash of molasses, or whatever, and hopefully the sheep will never realize that they're missing out on the real goodies.
