That's basically my attitude too. As a shareholder in TFCC we have the oldest water rights in Idaho. My certificate says I'm entitled to 3/4 inch per share but then in a low water year it gets cut back to 5/8 or 1/2 inch while the groundwater guys pump full tilt. Their issue dates are 50+ years younger so why should we cut back one drop before they do? As Russ said there were a couple mitigation agreements in place about 15 years ago and if they don't follow it, then fug'em.
