1. The "first in time, first in right" principle applies to all water rights. For example a few years ago the ground water pumpers in the Lost River Basin around Howe had curtailment of water for the fish farms and hydro plant at Thousand Springs near Hagerman, about 200 miles away.

2. Yes because the ground water pumpers are 1000 to 2000 ft higher elevation than the springs feeding American Falls Reservoir.
