Dumb question, I know. But what is P & Z? Here in SW KS, the water board knowingly over appropriated water rights. Now they want to reduce pumping to "sustainable" levels. Who gets asked/forced to reduce pumping? W cn farm dryland crops if/when the weather cooperates, but will definitely put a crimp into ag in the area, which will affect the whole economy of the area, and consequently state tax revenue.
