I had a field of timothy down in the bottom that flooded one year. Part of it only got about 6" deep and while a little dusty square baled and sold to a horse customer with no issues. The lower part of the field got about 3 feet plus all the water from up above had to flow through it. Round baled it and could not see the rake or baler it was so dusty. Idea was to just get it off the field and let the cows pick through it and eat what they would. To my surprise they cleaned it up and almost licked the ground.
On the other hand I had a field that flooded and made baleage which meant mud instead of dust. Cows liked it not so much but it beat snowballs.
So apparently the key is to bale it dry.
