EC SoDak | In my opinion, it is, but to an extent. There is a reason many in those areas would say low rain totals for the growing season last year, but tag it with “after Mother’s Day”. Many of those areas filled their sub moisture pre Mother’s Day, albeit, did hurt planting some as well.
Edit- That’s why I tend to use rain totals post ground thaw when I have the numbers anyways, through the season, then to black layer. It gives a bit more accurate picture.
