In the video he keeps saying curtailment should happen only after all other options are exhausted. Seems simple enough to me if they went to furrow irrigating instead of sprinklers there would be enough percolating to replenish itself. Still can see lots of land with old dike irrigating around Rexburg to Ashton. Alfalfa and barley do quite well being flooded the old school way.
