The secondary reacts to the primary. Not impossible for a problem with the secondary to prevent sheave movement but if the primary sheave isn’t moving, the secondary won’t move either.
Edit to add. Typically the primary sheaves close and the secondary open to accomplish ratio change/speed increase.
