just a tish NE of central ND | First you have to have a proven working electrical and ground on the tow vehicle or several different vehicles to rule out vehicle problems.Then a good set of connections on both trailer and vehicle. Then a good wiring diagram of the trailer lights,and a matching wired trailer output socket wired the way it is supposed to be.
Verify the ground between trailer and tow vehicle.
If in doubt put one of your jumper cables between the trailer frame and tow vehicle.
Disconnect the trailer.
When you get done with that verify the ground in the trailer wiring harness with a heavy load in series with the testing battery. Once the ground is verified hook the battery to ground in the harness and hook the positive to each connector lead separately to verify function of each component.Each component needs a ground and a live to work.
If you have one dim taillight and one bright,you may have two wires mixed up on one of the taillights and are illuminating one brake and one tail light in each light cluster.
