Your bottom picture proves you have a ground issue. Your test light on the outside of the bulb socket is ground and the lite should not illuminate.

Unless the other end is clipped to B+. In that case it would prove the integrity of the ground
Not until you load the ground circuit using a halogen bulb to see if the circuit will actually pull a load. Test light doesn't pull enough power.
