I sometimes clean out Honda water pumps that ran out of gas and get totally submerged. I have a diaphragm pump that I reduce down to a piece of 1/8" nylon tubing. Suck out the gas tank and crankcase. Remove the sediment bowl and fuel bowl from carburetor and clean them with brake clean. Remove plug and pull rope several times, then put a blow gun in spark plug hole and blow out the rest. Heat up spark plug with my propane torch to evaporate moisture. Put it all back together with fresh oil and gas, starts on first or second pull.
