You said you used a wire wheel. I have done that is the past on rust metal and it looks like it gets it clean. Looks shiny but it will put a glaze like layer on the metal that will not conduct electricity. Use an electric grinder or a file and get rid of the film and see if that helps. A power probe is a very good investment for what you are doing.
