Are you sure you not thinking of 2020? Board prices were above $4 most of the time in 2019. Price then was weak the rest of 2019. The bottom fell out in the summer of 2020 when July 20 corn reached $3.10
Grain prices collapsed because of Covid in summer 2020.
USDA reports did NOT happen in fall of 2020 because USDA workers were deemed non essential and they stayed home (still received full pay) for a long time.
During the period of time that USDA reports didn’t happen, the market stabilized in the following months and continued to rally hard into 2021.
Were the two connected? I don’t know but it is interesting for sure and I would be willing to try it again to gain more data on the subject.
