I have that issue also on a 3312 I think is the number. I have found I I am moving, it will raise. Once the slave cylinder side will raise some the other will follow. The other day we placed a block under the non slave side and let it down completely. then it worked perfect. I think there is still some air in the system from both cylinder rebuild last winter.
