This can be a result of weak hydraulics. The master cylinder (right side) is configured to rephase at both ends of the stroke. If the tractor flow is too low it's possible to keep bypassing oil past the rephasing groove and only lift the slave cylinder. There needs to be a good rush of initial flow to get that master to lift and get past the rephasing groove.
