Are you sure the starter isn't stuck with the pinion on the ring gear?
2001 DT466E is first generation electronic ignition on that motor and notorious for grounding and wiring issues. From what you've described, I'm guessing you will need to investigate whether all pre-start circuits are closed and once that's for certain, if the juice from the key switch is making it all the way to the starter.
