Most common cause of high pressure with proper fill level would be a plugged condenser. Not enough airflow through it causes high pressure to build up. Also, the condenser can be clean, but if the radiator behind it is clogged, you will still have that problem.
Next would be a clogged filter/dryer, or rather an overloaded one. If moisture somehow is in the system enough to overload it, that will also cause a restriction.
A partly plugged expansion valve is another place to check. Not familiar with the 97 Dodge system exactly but most older pickups just use an orifice and not a valve, and those don't generally go bad, but they can plug.
 A bad fan clutch can also cause it by not cycling properly.

If you have access to a temperature gun, run the A/C a bit and check out the lines and such. Look for things like temperature difference between the inlet and outlet of the condenser, or a hot or cold spot in an unusual place like at a line connection or even a hose (a hose going bad can get a kind of internal 'kink' that restricts flow and can cause similar symptoms).
