Cost difference. An old 3 phase motor bigger than the load motor, some contactors from ebay or Amazon, and some capacitors. If you are qualified to hook up the 3 phase motor, you are qualified to make the converter. All it is, is a 3 phase motor running on single phase that makes enough current on 3 phase to make motor run. A 3 phase motor won't start on single phase but it will run after it gets up to speed. That is where the starting circuit is needed. You won't get 100% power but you can come close.

I do use VFDs and they are great, no doubt.
