Never heard of equipment ownership papers.
I always thought that if the bill of sale shows that you bought it that you have proof of ownership.
Most often when purchase is at a consignment auction you don't even know the previous owner.
However I do give the dealer's near me the serial numbers, but that is just to make getting parts easier.
