What you say is true and I have no problem with it.

The thing is, why is it that way?

I think the law enforcement has had its hands tied as even if the cops catch the culprit the court system lets them go or just a mild slap on the wrist or even lets the culprit sue the police or store for "racism" or whatever so the thieves get bold and know nothing is going to happen to them even if they get caught.

I think it is a slippery slope we have went down with enforcement and punishment of the thieves. The "soft on crime" attitude of some cities and states have boldened the thieves. No different than the border problem.

Enforce the current laws and punish the culprits. Make theft and illegal acts not a profitable way of life.
