You don’t normally need the neutral but it’s possible you do if there’s any 120 volt components in the cooler. Something like a defrost timer motor or an evaporator fan etc. if it’s not been hacked up, data tag should say what is required 120/240 or just 240.

You might get it started. The breaker should have enough delay to ride through that. If it won’t run it, I’m sure you can find something else to run with the generator!

Modern coolers are usually built with PSC (permanent split-phase capacitor) compressor controls. This causes a lot higher amperage starting surge that lasts longer than the old style. Up side is less components to fail, so reliability is usually better. You’ll know by the fact that there are no big black start capacitors with a start relay to cut it/them out of the motor circuit when motor comes up to speed. Usually start cap for a 5 hp 230 volt motor would be rated 250-300 (a range usually) uF

If all it has is metal case run capacitor(s), and it won’t start, you can buy a “hard start” kit that will add a start cap to any PSC compressor or even improvise one with a toggle switch and a start cap to allow you to manually start it. You would have to be there to switch the start cap in when you switch the cooler on and then back out as soon as the compressor comes up to speed. If you’re not there on switch duty, compressor will stay stalled and hum until the heat switch inside trips. You do not want to allow it to keep trying to start when it’s tripping the protector! You’ll have to do something to change the conditions!

A hard start kit or an improvised hard start circuit is simple to attach. Just find any of the metal run caps and connect the two wires of the device to the two terminals of the run cap.
