North central TX | Reads to me like they're training the APHIS employees in NIMS/ICS for ease of inclusion into a response framework. Just in case there were a major outbreak of disease requiring a true large scale response.
This is actually a good thing imo.
Every first responder in the nation should have some level of NIMS/ICS training. Frankly, every person with any kind of administrative role in every sector of life should have the base classes. I think that's true from schools to farms to the hardware store. That way IF there is an incident on your home place, or your bin site, or your kids school; there's somebody who knows the operation who can then understand the response structure and how things should be set up so info can move appropriately. | |
