Lots of techniques available for three phase that really don’t apply to single phase.

On 3 phase, adding caps corrects power factor so more of the current being supplied through the feeder goes for doing work instead of reactive current.

The run caps on a single phase motor actually shifts the current to increase the torque contribution from the auxillary/start winding during normal operation, not just during start. The optimum capacitance for running isn’t enough for quick starting under load, so adding a start capacitor with a relay or switch to cut it out helps lower and shorten the duration of the peak start amps.

PSC type units are cheaper and more reliable because of lower parts count but at the expense of higher amps during start. On utility power, normally this isn’t a problem, but when operating on 208 volt supply at the end of a long feeder OR on a generator, it can be. So there’s a market for the hard start kits.

I would try one on the unit that won’t start on the generator, but at the same time check the run caps are up to snuff. Might have a weak one. There’s no real downside of having a hard start kit on the unit. I personally prefer the unit with a separate relay to the all-in-one, but it’ll take a little bit to install vs just plugging two wires to the terminals of one of the run capacitors.
