I would stay away from the foxtail millet, just a poke around wikipedia, listed it was a host to about 3-4 things that also affect corn.

I was originally going to say timothy, because horse folks like it. But you might be on sandier soil, and it doesn't have very deep roots.

Teff is a clump grass with a similar nutritional value as timothy, but I don't know if people are familiar enough with it to buy it. It doesn't have deep roots either, however it is drought resistant.

There might be some money for cover cropping through https://farmersforsoilhealth.com/ , but they seem to be focused on soy and corn..

Honestly since Sudangrass grew so well. It has a deep root system, I would look at planting that again as a cover crop, but I don't know how you handle the residue. You will want to apply a broad spectrum of biology, like a (vermi)compost extract, and probably shatter it with a mower or lightly disc it?

the last round of federal funding looks like a lot of it is tagged for black people and women and urban farmers. Michigan State University appears to be more interested in their 3 block greenhouse in Detroit then actual agriculture. Even the far left stuff I read had studies showing it actually didn't reduced CO2 emissions over larger market farms. but maybe there is something applicable to agriculture in it.
