I wouldn't bank on the local office being much help, maybe, but wouldn't count on it.  

Agree with everything else you've said.  Right size rock for water load and shaped to get the water running over it so it can actually work like it's suppose to.  What i've seen that is unless this is a constant flow, it'll catch sediment and start growing grass.
