This is what we do with situations like that. Stole idea from local contractor after watching one hold for 25 years. Dig down to virgin soil and build back with rock and wire. The bigger pipe is oil field pipe. Try to get the pipe at least 3' deep and the wire panel is where the upper soil level is.
