I deal with drought a lot. What we find is the weeds don’t grow as well and they are harder to kill since being under stress of drought. Sometimes you can wait to spray, sometimes you just have to go ahead. Best to get a little rain to get the weeds actively growing then spray but that doesn’t always happen.
As far as fertilizer if it’s dry and the crop or grass isn’t growing, fertilizer isn’t going to make it any better. May actually stress it if the plant takes some fertilizer in through the leaves. It will make the plant want to grow but it can’t due to lack of water.
Droughts make for some difficult decisions sometimes.
