could be for paid parking, that's the way it is in Hudson Wi., they have pay stations along the curbs in the downtown area. you park walk to one of the stations and enter your license plate number, insert a credit card or quarters and select the time you want to pay for.
Pay parking lots in Spokane have a QR code on a sign that you use to go to a website to pay. Scam I heard of was someone put stickers of a different QR code on the signs that directed people to a fake website to pay. People paid for parking and still got a ticket because they paid the scammers, not the parking lot operators.
Theft - not a good sign
