Yes, it doesn't look that bad from here. Load a third of a load of rotted manure, then a layer of reed canary sod on top of that, then spread over the rock and hope for gentle rains until it's established. Spray out the broadleaves and maybe a little nitrogen every now and then to keep it thick.
