A few reasons to maybe not have drawers or pullouts in all base cabinets:
1. Cost- drawers and their associated hardware simply cost more than shelf pins.
2. You do lose interior volume- both in height and width- to the drawers themselves. Even more if you go for the old-timey face frame construction.
3. Will your biggest pots or other items fit? I know you mentioned putting big stuff in a pantry, but how handy is that?
4. Pullouts are fine until something inevitably falls off the back and then you may have to dismantle things to retrieve the fallen item.

A few thoughts about pullout trash bins:
5. Eventually, the bin itself will need replacement. If the pullout is the type where the bin is suspended by the top rim by a hole cut specifically for that bin (best for function), will you be able to find a new one easily or will you have to go back to the original maker? Most flexible for bin replacement would be a simple pullout (basically a shallow drawer) so about anything will go in, but then there's nothing to mechanically ensure the drawer comes out with the bin until there's some weight in the bin.

6. Not the most efficient use of cabinet interior volume. Is the unit the full height of the base cabinet? If not, what would you want to put in a drawer above the garbage? Not easy to keep the sliders clean. They will get rusty/icky sooner than any of the other drawer slides.

7. IMHO, those things are like spice racks. They look really slick in the showroom, but maybe not so great to live with. I'd favor a simple cabinet that a garden-variety trash bin will fit inside. You don't really need the assistance to pull it out for filling or emptying and not a fun place to keep any sort of mechanism clean.

Everything is a tradeoff. There are no perfect solutions. Decide for yourself what's best for you.
