Looks like the head end for cable and internet.  Are there 4-5 rooms with a wall plate that has a coax and rg45 jack on it?  I can't tell what the green wires are from that pic, cat5 like the blue are?

could be cameras, any wire hanging out of the soffits?

It reminds me of the new cookie-cutters houses I used to work in, they would prewire the house for cable and internet but usually that would end up in the basement or a service area.
