I can't answer your question about timely rain for cotton. I was rather amazed with what you said in regard to the Panhandle of Texas growing 1/2 of the cotton in the country. I recall driving through that area and was amazed to see very good corn that far west. Evidently it's a special area that stands-out from the surrounding areas.
