Southwest Missouri
A friend has a two ball waterer without any heat. Somehow. he screwed up and melted one of the balls so that it took on water. The undamaged ball floated like it should and sealed out the air. The damaged one floated half submerged.

He has only had problems a few times in extremely cold spells (at least as we define that term in SW Mo.-- I know our friends up north would consider it warm :) ). He had only a 12 inch plastic pipe 2-3 feet deep.

With the equipment you have, you could dig a really deep hole for heat. You could let some water in the ball so your dogs could get water without trouble.
