Sowing on top can work but as others state the more cover the less sucess you may achieve. We used to do the frost seeding in wheat every spring. Some years worked exceptional, some very poor. Old timers around here said sow it in Feb or April. For some reson they skipped March. They also said sow it in the right moon phase. We generally tried to hit that and I do think it makes a difference.
