I think floor heat for a garage is over kill. Spend the money on insulation. My mom's town home has no heat in the garage and stays at 50. My garage only has insulation in the attic and perimeter on the floor. Outside walls are not finished yet. Hasn't frozen in there yet. Lots of the time its 40+. Make sure you have floor drains under each vehicle and slope away from the door seal. Hanging heater will be much cheaper up front. Now if this is going to be a man cave or you will be having a wood shop or repairing vehicles in there it would be a different story. With insulation under the floor it will be near the air temp. Bare minimum put plastic under the floor and perimeter insulation.
